Parties write draft by-law to establish decentralization system

SULAIMANI — Deputy Head of Sulaimani Provincial Council Barzan Sheikh Muhammad said on Wednesday (February 3) that a draft by-law decentralizing powers to the Kurdistan Region’s governorates has been sent to the Kurdistan Regional Government (KRG) Council of Ministers for consideration and approval.

It was drawn up by members of the provincial council representing the Kurdistan Democratic Party (KDP), Patriotic Union of Kurdistan (PUK), and the Change Movement (Gorran).

“The by-law, if approved by the Council of Ministers, will operate temporarily for the decentralization matter until the Law Number 3 [of 2009] of the Kurdistan Region’s Provinces can be amended,” Sheikh Muhammad said.

He said that the draft covers all the Region’s governorates, not just Sulaimani.

Sheikh Muhammad, who is a member of Gorran, also argued against the idea that decentralization will lead to the partition of the Region, according to a statement published by one of his party’s affiliated media outlets.
